Because in order to apply for asylum they must first stand on American soil, and then ask a government agent for asylum. They MUST enter the country before they can ask for asylum. Trump tried to slow down the numbers crossing the border by saying that the border agent could only process X number of application per day, and they would have to wait in Mexico for their turn to come up. And then Trump closed some of the ports of entry, to further slow the numbers, and this resulted in refugees making dangerous desert crossing.
