I don't read the 14th as saying that the state's electors need to be by popular vote.
Just that if any voting age males are denied their right to vote, the state's congressional representation will be reduced proportionally.

Here's the 14th Amendment' section-2

Section 2​

Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed. But when the right to vote at any election for the choice of electors for President and Vice-President of the United States, Representatives in Congress, the Executive and Judicial officers of a State, or the members of the Legislature thereof, is denied to any of the male inhabitants of such State, being twenty-one years of age, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such State.

Becoming a State legislator is NOT "honest" in many states due to gerrymandering and they DO NOT represent their actual citizens proportionately.

We have the popular vote now, and the results are ALWAYS disputed.

If a state decides to decide their EC votes by the legislature, that would be a calming decision. I support it.

Is it allowed? When they never had the right?

They had the right to vote for or pick, the Electors, never the right to vote for the president.

And when all citizens got the right to vote, it changed in each state, to the citizens voting for and picking the electors. In their state constitutions on most if not all.

The state legislatures would never ever ever, be allowed by their citizens, to take their citizen's right to vote away from them.
