Behavior is a problem as well....which is why the two guys were arrested.....don't forget that. And the religion of peace, for muslims, has a little issue with impulse control.......

If the two persons in the photo are the subjects of this report they are carrying rifles, not shotguns. And they are carrying them in a safe, passive, socially respectful manner.

If the subjects of the report were others and were indeed armed with shotguns, and they did in fact "rack" (load the chambers) in a public place, they deserve to be arrested, fined, disarmed, and required to attend a series of gun safety classes before having their weapons returned to them.
