Pride flag desecration is a hate crime

I never said it couldn't be. It would depend on the context. Did someone steal the American flag? Was it burnt because the person hates Americans? Those are things that would determine if it was a hate crime or not.
Why would stealing a flag contribute to it being a hate crime?

Well stealing the flag is required for flag burning to be a crime because in that instance you'd be burning someone else's flag. It's perfectly legal for you to burn your own American or Rainbow flag. That in and of itself is not a hate crime.

Stealing, destruction of someone else's property, whatever, hate crimes are a modifier on other crimes. It's like the difference between manslaughter or murder. You killed someone but whether you did it accidently or on purpose changes how you're charged. With hate crimes you committed a crime and if you did it out of racial or sexual or religious hate then your crime is elevated to a hate crime.
