The difference is that when Reagan entered the Whitehouse, the unemployment rate was at 7.5%. Within a year or two it went to around 11%. And stayed there for over a year before falling slowly back to 7.5% by the time he left office. When Obama entered office, the unemployment rate was well over 8% and rose to nearly 10%, but has dropped down since then to 5.8% in November of 2014. Clearly Obama's economic strategy has been more successful. Reagan never had a quarter with over 5% growth in the economy.

Repeating lies does not make them any truer. Unemployment rates never exceeded 7.5 between April of 84 and May of 92, and stood at 5.7 Dec of 87, Reagan's last full month in office.
