The measure of a president is collaborating on legislation with congress to pass laws. Bush did it with his Medicare expansion and Obama did it with ACA and the stimulus package. When it comes to the tax bill for instance, Trump had nothing to do with the design of that bill. He threw out his ideas to McConnetl, but he rejected them all and they did their own bill.

The media is biased in some cases. Obama was on the cover of Time Magazine something like 20 times in 3 years of so; a lot of that before he was President.
