Everyone knows you need a two-thirds vote, 67 votes, would have been necessary to convict and remove the President from office. that would mean that you would need a 40% of the GOP to convict Trump... Congress needs to respond to it's Constitutional authority, commence the impeachment proceeding, and let the vote fall where it may. It is about the principle of the matter.
Even without a 2/3rds Senate vote the proceeding would send an undeniable message that any POTUS will be held to account for 'felony' level criminal activity, which obstruction of the justice process is just that.
No POTUS should be above the law; Trump included.
