You're right in that he didn't clearly convey his point. And had he clearly stated his point is that Hitler didn't use chemical weapons on the battlefield, he wouldn't have stirred up hornet's nest. But the words did come out wrong and what he actually said was to suggest Hitler didn't gas the people killed in gas chambers. He was wrong and he apologized.
