Apparently misplacing or even destroying them is not a criminal offense.ALL govt records that Trump had, or created during his 4 year reign are govt records, and belongs in the National Archives. Any personal emails, magazines, etc are Trump's and should not be sent to the archives when exiting office. Trump and staff go through training, when they first enter office, on this requirement.
