That's more a D.O.J. problem than an FBI problem per se, but the D.O.J. certainly has the power to obstruct any FBI investigation of Democratic Party instigated crime, and to initiate special-counsel investigations of Republicans.

Obviously if the FBI were already seriously investigating Donald Trump or other Republicans for Russia collusion, there would have been no need to employ a "special counsel" for that particular railroad circus.

It is a bit of a stretch to put the FBI on the same side of the law as La Cosa Nostra, but the special agents do have to work within that system of mob rule and there is not automatically any easy way "out" from that characterization.
