It is just form, filling it out does not mean you are registered.

And submitting an illegal voter registration is almost never prosecuted and they know that. And it is almost a given that with no requirement to prove citizenship or residency with a voter registration, a fair number of those do make it onto the voter rolls.

It should be at least as important to prove citizenship and residency and eligibility status to register to vote as it is to get a certified driver's license or photo ID. And no one who has not provided such proof should receive a mail in ballot. And all mail in ballots should never be separated from their signed envelopes and those signatures should be notarized.

That would go a long way to restoring integrity to and confidence in the system.
