Harley has 2 problems. Steel in the USA is more expensive now - and the export of Harleys to Europe is more expensive too. But now Harley will get a third problem: Trump hates them, because no one said he will open a steel-factory or aluminium-factory in the USA and will create a lot of new jobs. I do not believe HD is going to move major operations to Europe because of proposed tariffs. It may certainly have sealed the deal, or been the final blow to make them go ahead and do it.... but the real reason is declining sales in the U.S. with rising sales in the EU.
