Here's how tariffs (duties) work. The importer of record pays the duty at the US port of entry based on a declaration of origin of the product.

The importer of record can be anybody who is responsible for ensuring that legal goods are imported in accordance with US laws. He or she is responsible for filing legally required documents and payment of the assessed import duties and other taxes to US Customs.

So who is really the importer of record that pays the duties? It can be the US company purchasing Chinese goods for sale such as Walmart. It can be the Chinese manufacturer or their agent in the US. It can also be a US import/export company who buys Chinese goods and wholesales them to retailers.

Does the Chinese or US government pay duties? Generally no.

Where does the money come from to pay duties? Mostly from the US consumers because the importers will pass the cost to retailers. The retailers may chose to absorb the cost of pass it on to consumers. Generally they do the later.

How are duties calculated for goods partial manufacture in China such as parts and sub-assemblies? The importers must specify the origin of parts and sub-assemblies within the product being imported. The duties payed are based on where those parts come from. So if half of a Samsung TV out of South Korea was manufactured in China, then the importer must pay duty on the Chinese portion of the TV. This means manufactures all over the world, including the US that uses parts made in China will pay duties on those parts.

What happens to duties collected by US Customs? They go directly into the US treasury just like any tax. So in effect US consumers are being taxed on goods imported from China or imported from other countries that contain products or parts manufactured in China.

Basically everybody loses in a tariff war except for the governments that are collecting the duties.

That's not likely. 75% of China's exports go to countries other than the US and their domestic sales are 10 times their US exports. If China decides to take the any pressure off manufactures they can easily do so with their 3 trillion dollar cash surplus they are sitting on. So don't expect Chinese manufactures to foot the bill for Trump's tariffs. US consumers are going to be stuck with it in the form of higher retail prices.

The tariffs have not even begun to be felt yet...and the major tariffs have not even started yet and/or just started on some products.
The tariffs don't start the second Trump wants them...they take time.

And prices WILL rise on those goods that are tariffed...it is IMPOSSIBLE that they won't (unless a source for these products can be found that is as cheap as the originals...but if that were the case, why were the Chinese ones being bought in the first place?).

They won't largely change the inflation rate...there are not enough of them for that. But they will hurt consumers - especially the lower income ones who depended on those cheap Chinese imports to make ends meet...a few dozen extra dollars per month could mean a TON to them.

The importer, not the exporter pays the tariff to US customs when the goods are brought into the US. The major importers are wholesalers or major retailers such as Amazon, Walmart, and Target. Whether they pass it on to the their customers are eat the cost depends on the market. I have a friend who works for an electronic assembly plant. They are paying a million dollars in Trump tariffs every 3 months. They are eating part of the costs and passing the remainder on to their consumers.

The cost of most shoes in the US will be going up in price because China produces over 60% of the shoes in the world and US imports almost all of it's shoes.

Those that export to us a very likely reducing their prices, effectively covering the tariff. For example: Say I'm from China and I sell you a widget for $1. Trump puts a 25 cent tariff on it. If I reduce my price to 75 cents then the US consumer sees no change, but that quarter shows up as inflow to the US treasury, which is what we see today.

Since US prices increases aren't even hitting the Fed's benchmark, yet clearly tens of billions are flowing into the US treasury, clearly consumers, on balance, are not paying these tariffs. Those that export to us a very likely reducing their prices, effectively covering the tariff. For example: Say I'm from China and I sell you a widget for $1. Trump puts a 25 cent tariff on it. If I reduce my price to 75 cents then the US consumer sees no change, but that quarter shows up as inflow to the US treasury, which is what we see today.

It's not happening. Consumer inflation is not an issue in today's economy.
The reason why Chinese exporters to the US are not going to slash prices to pay Trump tariffs is they don't need to for several reasons. First, Chinese prices are well below other low cost producers. Second, the cost to switch to another country is too much for many major customers like Apple. They have too much invested. Even for smaller customers it can be very risky moving to a new supplier when you consider the reason for switching, tariffs could disappear next month if an agreement is reach. That's not to say that some companies might offer small discounts, but they certainly will not pay the whole 25%. The lion's share of Trump tariffs will be paid by US companies. To cover costs, they will raise prices where they can and where they can't they will cut cost often by reducing labor costs. And companies that can't do either will be reporting lower earning by the end of the year.

What makes this particular bad, is that many these same companies will be facing high costs on goods coming from Mexico. For those companies that sell in Mexico and China, they may well see decreasing sales due Chinese and Mexican tariffs. In other words, some companies will be hit with higher import costs on goods they buy from both countries and potentially lower sales in those countries.

As the saying goes, the only winner in a trade war is the governments that collect tariffs.
