Currently its budgeted 2 Air Force one from 2015 to 2021 is $2.9 billions. Boeing under contract for $170 millions. Boeing is not even sure how much it cost and wondering where he gets his numbers. See link.

Trump wants to cancel Air Force One order from Boeing

Trump did not say why he believes the planes will cost "more than $4 billion." Boeing says it currently has an Air Force One contract worth $170 million.

A Boeing source familiar with the program told CNN that not even the company can estimate the cost of the program at this time, since "the Pentagon has not even decided all the bells and whistles it wants on the new Air Force One."
Without knowing all the security features it is hard to estimate the cost, the source added, and the Air Force isn't even sure whether it wants two or three of the planes.
"We are not sure where he is getting that number from," said the Boeing official.

In Fact you DO start with a right off the assemblyline in Everett, Washington 747 using ordinary uncleared often non-citizen Boeing staff. That aircraft is then flow to a location where the AF-1 bells and whistles are added.

I believe DT is wrong on this one.The existing 747-200 AF1's are near the end of their service life and are national defense assets which must be kept in being. As to the $4B if I am not mistaken it covers more than two aircraft. The base cost of a 747-8 is around $350M and a civilian VIP conversion adds $200M. However, that is just the beginning as this aircraft must have all the electronics, self-defense capacity and aerial refueling to direct WW3 while airborne for weeks. THAT does not come cheap. Figure also a warehouse full of spare parts is included in the package.

Washington DC is going to learn a new term. It's call negotiation. Trump will get those two jets. But they won't cost us $4 Billion.
