Full on direct democracy is, everyone gets to go onto the Senate/Parliamentary floor. Everyone can't fit in, so the people get to vote for a representative. Now in Switzerland, they have representative democracy, but they have also a more direct democracy because the people vote on specific legislation via referendums.
Now your head of state can be a president or monarch. The US has Biden, and the UK now has King Charles, but in both countries, the people vote representatives in government.
