It's in black and white that federal government can spend for the general improvement of our country, it is the very meaning of the words.

Clearly United States government has vested interest in limiting the proliferation of hate groups and consistently with Constitution can spend on that.
First of all that portion of Article 1, Section 8 does not end in a period and those powers are limited by the remainder of the paragraph. Here's what the Father of the Constitution said on the subject.
The powers delegated by the proposed Constitution to the federal government, are few and defined. Those which are to remain in the State governments are numerous and indefinite. The former will be exercised principally on external objects, as war, peace, negotiation, and foreign commerce; with which last the power of taxation will, for the most part, be connected. WHY would he write that which did not clearly agree with what he meant? Because your premise is bullshit and insinuations that Madison singlehandedly formed the constitution is total bullshit - he was but one signature of many who had much more expansive view of Federal powers and did not want to make it so small as to be impotent to deal with country's problems.
It's a damn shame you have a modern education and lack the ability to read a document written so simply even the least educated farmer could understand it 230 years ago. As I said earlier, Common Defense and General Welfare are two spending categories that are limited to specific expenditures by the remainder of the paragraph. I guess education is wasted on people like you, but they sure got their monies worth on the brainwashing side.
