Pff! When did "jurisdiction" ever stop Barack Obama? He had zero jurisdiction to force the American people to purchase a good or service like he did with Obamacare - but that didn't stop him. He had zero jurisdiction to create amnesty in November of 2014 with two "Presidential Memorandums" - but that didn't stop him.

Additionally, just because he can't necessarily stop Brazil from drilling off of their coast doesn't mean that he has to subsidize it.

Well, if no one can articulate Obama's foreign policy strategy, there clearly was not one.

I think his foreign policy was based on whatever would keep Dems at the DC trough...fat, happy, and re-elected.
