Thte USSC already upheld states rights of condemnation for economic purposes, and not just for public use.I wouldn't put it past certain cities in CA to violate homeowners's property rights.
Indeed. And that could be used as a pretext for forcing homeowners to house the homeless. It won't be so blatant at first. Homeowners will be paid - but the payments will cease and the homeless will be entrenched on private property.
It was the conservatives on the USSC that made that split decision.
