The U.S. Constitution, in Article 1 and Article 2, grants the principal responsibility to manage elections to the states. States are also given the exclusive responsibility to manage the presidential election within each states. States are not required to have procedures identical to other states.

ArtII.S1.C2.1.2.1 State Discretion in Choosing Electors
Article II, Section 1, Clause 2:
Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.
The federal government has no powers in determining this procedure except as related to protection of the integrity of the process.

So what do we do with states that legalized a federally banned product in marijuana? What about Oregon’s legalization laws? What about border patrol not being allowed into some cities where the federal allows them to patrol?
 
They should implement facial recognition technology as the method of identification for everything. That way there would be no need for paper identification. That would not only validate our voting system but it could help secure our borders, our airports, our government transfer payments and many other things. If our government actually wanted fair elections, they're not acting like it by pushing this HR1 travesty.
