Your opinion means nothing. Means testing is expensive and one study I read claims it costs the equivalent to about fourteen dollars an hour and was one reason for a fifteen dollar an hour minimum wage.
And stopping one person from getting welfare when they do not need it comes out ahead. Every person denied welfare for a lack of need beyond that one saves the tax payers money.

That requires means testing. Unemployment compensation for simply being unemployed is more automatic for economic stabilization purposes.

Yes, there are forms to fill out. But since the applicant does not work they have the free time to do so.

No, I know of no job interviews with no job potential, unless the applicant purposefully applies for jobs he is not qualified for. And besides, with no job you have plenty of free time.

The need is in an income. Imagine if police could simply tell the homeless to on unemployment compensation and get off the street.

They have to apply for unemployment compensation. Corporate welfare is alive and well and has even paid multimillion dollar bonuses with no fake morality complaints from the right-wing.

Before you talked about freedom. Now you want welfare for homeless so they won't break the law?
 
The difference, uc is simpler to administer and let's Individuals decide what to do with their income.

It is simpler to administer because it is temporary, does not use tax payer funds and requires proof that you lost your job through no fault of your own. Take those 3 factors away and it becomes as unwieldy and bureaucratic as welfare is.

Lack of income is a symptom. The large majority of homeless people have mental health or substance abuse problems.

Not at all. That actually makes it more expensive to administer those requirements. Persons on unemployment still pay taxes on some income that qualifies for taxation, along with general taxes.

Funny that you talk about the need being an income, while arguing against having to prove you need an income.
