At that point ... "Anyone" becomes an entity in and of itself.
At that point ... The "Anyone" entity is deciding who to encourage, and whether or not they are ignorant and unwise.

The choice is made by who solicits the vote and what their reasoning may be if they believe the person

It is worth noting that the 5/8ths compromise that you cite was a move by anti-slavery people to REDUCE the power of the slave states.

Such people DID eventually become the Republican Party.
