Certainly in Texas, Arizona and Florida NOTHING was done to prepare. All of these states are running out of PPE, testing supplies, and and are in complete chaos. Why weren't they better prepared. California, at least had the good sense to re-supply hospitals, expand testing, and they're handling their increase in cases a whole lot better than the other three.

Notice we keep talking about hospitalizations because "cases" is just such a bad measure since it depends heavily on how much testing we're doing, treatment and the demographics of who gets it.
