If he'd just stop threatening the rest of the world we wouldn't need to counter him. If he invades the Ukraine he didn't keep his agreement. We made promises when the Soviet Union fell, that we would not put NATO on Russia's borders. We broke that agreement and many of the former Soviet Republics became NATO members. Ukraine is directly on Russia's borders.

Obama/Biden refused to allow Ukraine to buy arms to fight off Russia's aggression. Trump allowed Ukraine to buy .50 caliber sniper rifles that can take out the engines of Russia's armored vehicles.
Trump also allowed the sale of Raytheon Javelin missiles to Ukraine.

In order to understand why Crimea is claimed by Russia as well as the best farmlands in Ukraine close to the Russian border you'd have to go back to a Soviet Union policy about the countries that they conquered and dominated. They took 10% of those people's and scatter them among the other nations and Russia in turn they replaced them with Russians who were more or less elite autocrats in the newly absorbed nation. These Russians basically took what they wanted, the ones in Russia decided to live by the warmth of the waters of the Black Sea in Crimea, while others chose the choice farmlands close to Russia. So what you end up having is large populations of Russians in those areas. So of course, the whole situation in those areas is more like a civil war. Once the Ukraine was an independent nation again they should have forced all those Russians out of their country.
