Home schooling is already regulated by the state. What these weasels want to do is make you get government permission to home school. So long as you aren't abusing them, government has no authority to tell you how to raise your children.

When it comes to schooling, the state has the right to regulate home schooling, as you noted. No one is telling the parents how to raise their children outside of the home school.

As the OP's pic shows, a child flipping the brd wearing what looks like a white supremacist t-shirt, children's opinions are formed very young. Undoing those opinions is much harder than instilling them in the first place. A child's reality is whatever their parents or teachers say it is since that's all they know so far. Consequently, whoever has more direct control over the message children sponge up will have more direct control over the child's perception of reality.

Public school being mandated by law is the government's attempt to control the message. Parents wanting to home-school is their's. But in a time when our government has become corrupt I think it's worth considering who gets to impart their message most. And if only for a more accurate depiction of reality, parents should be the primary educators of their own children, not any government.

The federal, state, and the school district governments have the right to set the standards.

A parent who wishes to become a teacher therefore should only be allowed to do so if they are qualified to provide the above,

which is the right of their child to receive.

Compulsory education laws apply as much as anything else.

Schoolteachers in NY undergo background checks before they are hired. Why should a parent who wants to be a schoolteacher get preferential treatment?

An adult who teaches the children of other parents does not fall into the same category as an adult parent who teaches their own children. You do understand the distinction, right?
