Yes, you are correct. In DC, you are usually booked into the city jail from that court building because that is the jurisdiction. But he is also facing charges in Va., and the city jail may be over capacity and no place for a high profile prisoner like Manafort, so it makes sense they would put him in a nearby regional jail in northern Va. near DC, where he can be transported with safety considerations for him and the sheriffs dept.
