So it sounds like he didn't have health insurance coverage for the treatment he received.
People don't get "Obamacare," they buy private health insurance. The website the government provides is there to establish a single place to shop for private insurance plans that meet the requirements of the ACA and to see if the person is eligible for Medicaid or subsidization.
You said "person eligible for Medicaid"...
How many people were eligible for Medicaid "before ACA" do you think that said they wanted insurance but didn't know they were eligible?
They also expanded Medicaid. I don't know the number but it was greater than zero.
I am not sure what point you are trying to make.
The point was this was before Obama administration BEFORE ACA admitted that ..
"Of the 44.7 million non-elderly uninsured individuals identified in the 2004 Census Current Population Survey (CPS) data,
nearly one-third almost 14 million were reachable through existing government health programs such as Medicaid and the State Childrens Health Insurance Program (SCHIP) under current rules!
In the latest Census health insurance report, the Census Bureau acknowledges that the survey underreports Medicare and Medicaid coverage compared with enrollment and participation data from the Centers for Medicare and Medicaid Services (CMS).

See the Census included in the 46 million Obama et.al. used 14 million people as the above says:
"almost 14 million [/I][/B] were reachable through existing government health programs such as Medicaid and the State Childrens Health Insurance Program (SCHIP) under current rules!"
It didn't take ACA to reach these because under Medicaid PRIOR to ACA these people didn't know they qualified and ARE ELIGIBLE... so why was it necessary
to pass ACA to cover 14 million already covered???
