If FDR wanted to provoke a war with Germany, he could have done so. Just increasingly supply England with more and more military equipment until Germany has to sink your ships........It got us into WWI

Starting a second front in the Pacific when you really wanted to attack Germany does not make sense

Especially when we were unprepared to fight a war on either front

Japan needed oil, and we stopped selling them oil, scrap metal and other resources their islands didn't have. Since Japan was using our materials to kill Chinese we stopped selling them war materials.
Did Japan expect to defeat the US? Probably not, it seems her strategy was to take as much Pacific territory as possible and cause tremendous Americans casualties in capturing those islands, The US would not accept the casualties and would negotiate peace terms with Japan and Japan would get islands with oil.

It was FDR who manipulated Stalin in forcing him to do the majority of the fighting and dying to defeat the Nazis.
Stalin killed ten times the number of Nazis and gave up twenty times the number of deaths and we got half the territory.
