If Reagan came instead of Trump, would he be able to fulfill Trump's promise to make America Great Again?
Or was Trump's situation more complicated, and even Reagan could not cope with it?

Reagan didn't pledge not to play golf as president, he did however saw tree limbs topless something Trump would never-ever do.

Reagan wouldn't have given someone like Trump the time of day. Trump was a NYC limousine liberal.
Trump's situation wasn't complicated. He was incompetent and corrupt.
Like Reagan or not, he was at least still Governor of California. He had experience.

Could Reagan have renegotiated a trade deal with China? Yes.
Almost certainly not! Reagan negotiated a deal with the Soviet Union and then renegged on the deal.
The Soviets were weak and so had an incentive to negotiate in good faith with the US. Putin ensures that will never happen again and is hated by the West for his strength and resolve.

China on the other hand has become stronger than the US and so they will only enter into peaeful negotiations from a position of superiority. America will now start to feel an incentive to negotiate with China. In fact, there are several indications that Biden has already held up the olive branch.

Any peaceful negotiations with China will need to be kept below the public's radar, for obvious political reasons.

America can't win a Cold War with China. Even the Uighur demonizing and the H.K. demonizing have faded from most news due to Biden's attempts that could suffer from a demonization effort.

I said Reagan could have negotiated a treaty with China. You said "almost certainly not" and then when on to note he negotiated one with the Soviet Union. So if he negotiated one with the Soviet Union why is it so hard to believe he could have with China?

This is not true. Technologically, it is an extremely backward country with a poor population and no technology whatsoever. As far as I know, they buy processors and chips in the USA, Other high-tech goods in Japan and Malaysia, and they are only engaged in manual assembly. There is no power, this is a bluff. Their military budget is more than half that of the United States, and they are holders of American government assets, a common export colony

China was a poor nation just 20 years ago but now they are rapidly closing in on America on 'quality of life'.

While America is on a steep decline.

You may be interested to learn that China saw the error of dependency on US trade relations and has diversified under Xi's leadership.
Or more likely, no American would be very interested in learning anything about China.
