Barr's appointment of Durham was bascially a Hail Mary, or was it more of a Forlorn Hope (a tactic used by the British Army. A group of soldiers or combatants chosen to take the vanguard in a military opeation, basically a suicide charge. Barr knew going in there was nothing to charge anyone one with, but the Traitor was having one of many temper tantrums over Russian interference in the 2016 Election. Durham had no case. He was told he had no case and went ahead anyway. No way he was going to win.
