Once the new congress is seated, Obama will be entering his final two years with a Congress that is dominated by the opposition party.

That's pretty much a lame duck no matter how you look at it.

The classic definition refers to the final two months of a politicians term after losing a general election.

It is acceptable to use it here with Obama however since for the remainder of his term the opposition has the majority, and cannot be changed.
