Traditionally, black voters have been in favor of orderly communities and have put pressure on the prosecutors and judges to throw the book at serious offenders in the hood. That is changing, but it used to be that people didn't want to live in an area where they risk getting shot just walking to the store for a quart of milk or a pack of pell mells.

Police officers stretch the truth for various reasons- pleasing their politician bosses is the main one.

Politicians (traditionally) like order instead of chaos and an agreement was drawn where the politicians turn their head while the cops bust people's heads.
