Now I support nuclear power. I think we ought to be building lots of them. But your graph has 3 obvious standouts: Russia, China and India. The first two don't give two hoots what their citizens think. India is a democracy, but its so crowded and so poor that the level of desperation level is through the roof and they do not question anything that might improve their miserable lives.

Coal plants are being built by the dozen as well. China learned from us that in order to have a successful economy, they need cheap, plentiful energy. A goal they are rapidly working to accomplish. Meanwhile, we have the Democrats who are working hard to do just the opposite.
