After doing some research, it seems that Strzok was a "Section chief" which is the same rank as a "Special Agent in Charge".
This is the FBI hierarchy..Notice that SAC is not even considered a position of management. Yet, many people think he was in the top echelon.

If they weren't managing anything, they wouldn't be in charge of anything. What they are in charge of, is the investigation. Being in charge of an investigation means you determine where it goes, what gets investigated, who handles what part of the investigation, what is done with what you find and how it is reported.

The hierarchy doesn't consider them "management" because their job isn't managing a department and they are still required to do field work.

If they were going to do that they would have already done that. And the convictions are Felonies. Plus, there are State felonies waiting in the wings as well. Trump doesn't have the power to issue pardons on the State Charges. He can only do it for the Federal ones. It's just started.
