Correction; he won’t schedule a vote either because he thinks it may pass or that by voting, it will embarrass the Republicans.

Again, the House did it’s job. They had a bill, it was debated, it passed the body.

Reading bills is one part of their job. I would hope they would have a staff for that.

Both are true. However it’s the accepted norm to have the executive there every year. Citing security concerns is silly.

In one of his books, Tom Clancy talks about a 747 hitting the Capitol at the time of the SOTU (Debt of Honor I think it was). All the normal security for a SOTU would not stop that. Other than that though? Nancy is being stupid.

If the Senators wanted to pass it, they would press Sen. McConnell to put it up for a vote. Since they don't, they haven't. All it takes is 60 votes to force a vote. Schumer doesn't have that yet.
 
This particular scenario is a possible other reason the Dems don't want to end the shutdown, they want the SOTU cancelled. They might even boycott it to pretend they are "afraid for the safety of their Party".

According to the map, Chiapas is the Mexican state that borders Guatemala.
 
Please note the following:

Whether they “want to” or not, one of the jobs of our representatives is to vote on legislation.
