Sure California does. Here's an article from the LA Times. California's motor voter laws have done this for years. They recently changed the law to say that they would verify the voter eligibility after the person registered at the DMV but the database to do so is seriously lacking. Hence, they just go ahead and register the illegal to vote.

They recently changed the law to say that they would verify the voter eligibility after the person registered at the DMV but the database to do so is seriously lacking.
