Yeah. It's tricky business. The entire point of the Constitutional limits on government power is to prevent the majority from running roughshod over the minority. So deciding who sits on the bench, and who is removed, can't really be a simple majority rules kind of thing. Which is why we put it on Congress to deal with. Presumably they are more knowledgeable about the Constitution and the law than the average voter. These days, that's presuming quite a lot.
