That isn't how it works. Taxes are raised, a new department is formed to manage the accounts. They need to first build the headquarters, since nothing large enough will be vacant, then they need to scout out local locations, building when needed, which is usually.But it would sure pay for a lot of hazmat teams and isolation wards.
