It will fall to the SC to determine if the House has any subpoena power at all with regard to its investigation of the Mueller report. In three or four years we should have the answer.

Trump has said he will challenge all the subpoenas from Congress in federal court, so these issues will have to work their way up through the court system until they reach the SC.
