What do you think the number of people who unsuccessfully looked for work sometime between 17 July and 13 Aug (or who were on temporary layoff August 7-13) (unemployed) divided by the number of people who worked at least one hour for pay or 15 hours unpaid in a family business/farm during the week of August 7-13 or who were temporarily absent due to weather, illness, vacation etc. from a job they would return to (Employed) plus those we have already defined as unemployed?

Because that's what the UE rate means and you cannot call it a "lie" unless you can show those numbers are not true.
