It most certainly did not. Most of the Porkulus spending just went to government entities. They do not create economic growth. That's why GDP growth was so appallingly dismal during Obabble's Reign of Malignant Incompetence.

The money went out to bid by private sector companies, primarily construction and construction workers, to rebuild, renew or replace aging infrastructure.
These workers and their companies CEOs, CFOs, and Managers + stock holders and suppliers earned the money which circulated around the communities where work was done and products procured.
Most of this work went to transpiration projects which saved lives and made commerce more efficient.
