Barr said that if Trump fired Mueller it would not be obstruction because the Mueller investigation was illegally started, and had no evidence of a crime. If Trump's presidency was hampered by the illegal investigation, his ending that illegal investigation was not obstruction. There was no basis since Comey did not notify the "Gang of 8" and other protocols that should have been followed, including a "defensive briefing" if a member of Trump's campaign was suspected of working with the Russians. It was a setup by the Obama FBI/DOJ, pure and simple.

The Mueller investigation was an investigation into more than one thing. Sure it was an investigation into the so called 'collusion' issue aka potential conspiracy between Trump campaign & Russian actors BUT it was also and investigation into Russian efforts to meddle in the 2016 election.

The way in which you word your post infers the investigation was ONLY concerning one facet.
