Remember, routers have to talk to other routers. But secure routers don't let just anybody talk to them, they only talk to other "trusted" routers. Which means for router "A" to talk to router "B", they each have to have the credentials to talk to each other.

So a "virtual" image of router "A", gives a hacker the credentials to get into router "B"

And router "B" might give access to the police network, or the hospital network, as just a simple example.
