If a company has a license to operate in the US they can bid on the oil sold out of the SPR. The oil is sold via auction as is mandated by the law passed by the GOP Congress in 2018 and signed into law by then POTUS Trump.

The US dropped the ban on shipping oil overseas in 2015 and the budget agreement in 2018 directed the selling and loaning of oil from the SPR. Contracts are awarded to petroleum companies to sell the oil.

Biden severely truncated our oil production, Putin was able to amass more $$ because of it, now we are suffering high gas prices when all Biden has to do is reinstate Trump's energy EOs.
