Can the government be any stronger than the law?

There are people out there who want strong governments but can a government be any stronger than the law itself? Considering that the range of penalties are defined by it is it possible to have any power beyond what is written. It just seems that any government stronger than that would resemble a dictatorship.

we no doubt live in a dictatership because the government is suppose to serve the people not the other way around which it is.the law sure never enforces what the government does thats for sure.
