As a matter of curiosity, if your County says a delivery truck cannot make a delivery to an outside mall when the temperature dips below a certain degree because it may break a water main, is that County Totalitarian?

China's pollution problem is a well known fact and not even remotely arguable. The air and the water over there is disgusting. They've got towns all over the country polluted with cancer causing agents.
This is a far cry from man made climate change which is a non-proven scientific theory from which an entire religious cult has sprouted up.

The Chinese government announced an ambitious plan on Thursday to curb air pollution across the nation, including setting some limits on burning coal and taking high-polluting vehicles off the roads to ensure a drop in the concentration of particulate matter in cities.
The plan, released by the State Council, Chinas cabinet, filled in a broad outline that the government had issued this year. It represents the most concrete response yet by the Communist Party and the government to growing criticism over allowing the countrys air, soil and water to degrade to abysmal levels because of corruption and unchecked economic growth.
