Though India emits less greenhouse gasses compared to other nations on the list, the air pollution is high due to burning of wood, fuel adulteration, vehicle emission and traffic congestion.

In 2005, the country adopted emission standard of Bharat Stange IV for vehicles, which is equivalent to Euro IV standard. However, vehicles prior to 2005 still ply on the roads.

Some of the polluted cities according to World Health Organisation include Ludhiana, Kanpur and Delhi.

Carbon Dioxide is not a pollutant....quite breathing and help the environment.

I suspect the real reason here is a ginormous Cash For Clunkers in order to take used car inventory off the market and force people into buying new cars to prop up the Chinese economy.

That is likely the reason. Didn't China already say they would not participate in the so-called solutions for global warming? They still send us tainted pet food and I don't think they took care of the lead paint problem. Maybe liberals just like the idea of government forcing people to do things. When people "buy" property, they do so at the pleasure of the government. It's the same kind of totalitarianism that allows the government to hold women down and forcibly give them abortions. It's the same kind of government that need not have a trial for drug users but unilaterally declare them in need of medical attention and sent to work rehab in a factory.

As a matter of curiosity, if your County says a delivery truck cannot make a delivery to an outside mall when the temperature dips below a certain degree because it may break a water main, is that County Totalitarian?

If this is true, the people in charge of this county should be run out of office for negligence.
Imagine, not being able to use a public street or other public area because a vehicle may break a pipe 4 feet below the surface....

If Climate change is a Global Issue, what are the UN and other International Organizations doing to curtail oil and fossil fuel consumption by China, Russia, India, Latin America? All of the effort is pointed at US. If this were truly a global concern, efforts would be underway to keep other countries from contributing to the so-called fossil fuel crisis. In fact, China, Russia, India, Latin America, it's Drill and more Drill.

This is clearly an effort to keep the US from growing.

Just a few things:

This law in China is not a new one by any stretch. It has long been required that any car older than 15 years be scrapped (the owner being paid a certain amount for the parts and scrap metal) or that it be inspected four times a year. Such inspections are expensive, so keeping an old car on the road this way is not cost-effective.
