But many Chinese in Beijing turned to a Twitter feed from the United States Embassy to see the hourly PM 2.5 reading from a monitoring machine on the embassy rooftop. That, in turn, put pressure on the government to have cities start releasing their PM 2.5 measurements. Beijing began reporting PM 2.5 levels in January 2012, and the official Xinhua news agency has reported that 74 cities are supposed to be releasing their PM 2.5 data this year.

Totalitarian governments can always do what they want. Since communist countries do not recognize private property, all those cars already belonged to the government. They could take them at will. When people "buy" property, they do so at the pleasure of the government. It's the same kind of totalitarianism that allows the government to hold women down and forcibly give them abortions. It's the same kind of government that need not have a trial for drug users but unilaterally declare them in need of medical attention and sent to work rehab in a factory.
