Well, yes. For example, in the military, we were specifically instructed to not obey illegal orders.
You want civil service employees to break the law just because a dictator tells them to.
That's not how the system works, nor how it should work.
Okay hotshot. When you were in the military (which I doubt) what were you told to do if you were given an "illegal" order?
