Yes the Trump call could be taken as extortion, just as Biden's clearly was as well.
The difference however is that Biden was stopping a past and possible future investigations, while Trump simply wanted to start one back up.
Stopping investigations is clearly wrong because then the truth remains hidden, while staring one up does not have a danger since if it does not hold up in court, than no harm is done.
