Actually, you couldn't be more wrong. Difference between a "Operator" and a "Terrorist" - an Operator has the sanction of his/her government and doesn't seek to kill civilians. I was with the DIA for 22 Years as a CI Agent. Never killed one civilian. Terrorist? He seeks out civilians (including women and children) for shock value.
